Their tank isn't being changed much, if at all, only their damage is being adjusted. Why would it matter if your tank sustained the damage of a L4 before? yes you will complete it a little slower then before...but if you could tank it with a purge...

I wouldn't be overly concerned with neuting the one you're wanting to alpha too much. What you should be doing is neuting the other logi, depending on how many they have, and getting them to focus rep something else. Then, use 4x med guns + an ecm...
